We don't use ITSM but you should be able to do this in the form called User. This is one of the base forms that is imported with the ARS layer, same as group. I would think that you should also have the 3 fixed licenses, incl the one that Demo is using, available to use. You will still be limited to the number of records that you can submit to each form.
