You should always make your people and group additions through the
Remedy Application Config form as it spawns the information in a number
of locations in ITSM.  But I have found that if you use the "Group" form
to see what you have and the User form to confirm everything is set up
correctly, then select the next group number to be created via that
admin assists you in keeping things straight.
