Hi Simon, I do not know if this is still valid, but I guess you did notice PHP-ARAPI: http://php-arapi.sourceforge.net/ This has a compiled windows version available for download. It has only limited functionality but it works.
I do not know where you located ARSPHP but the most recent version of ARSPHP I have (0.4) has to be built against the ancient 4.5 Remedy libraries. I guess this will still work well, even against a version 7 server, but it is not current anymore, I do not have the 4.5 libraries available and BMC does not have them available either and you would need them to compile the product.
