Rajesh, Here is my guess as to what is happening.. What you are seeing could happen if the field you are creating has an ID that was used by a previously deleted field, that still has workflow defined to that deleted field. So when you create a new field with that same ID, all that old workflow could get 'magically' reattached to it..
