Send the notifications from another custom form created specifically to hold the instanceid and the request id of the ticket, with a date set on that form of when to notify. Maintain data on that form by updating it with any changes on dates or schedule of the notification when your main ticket is updated.
Also create workflow that on window open of that form, the workflow would actually open the main data form containing that request id, and close the notification form, so that when a user double clicks on a notification the correct form would open..
