Tomcat has an auto-deploy directory where you should place the unpacked war.

Pretty simple instructions for another app:
http://webmap.socialchange.net.au/support/documents/detail_install.html

You will want to unpack the war since the mid-tier config pages want to
write to some files (config.properties, etc.).

There are also other methods of deployment:
- place mid-tier files in some location, the set up a context path in the
server.xml for tomcat
- package it in an ear and deploy it that way
