I recently went through a database upgrade myself, 6.3 9i to 10g but on a linux server. I asked for advice here and was told 6.3 requires the 9i libraries to connect to a 10g database, a 32 bit oracle 9i database client and cursor_sharing must be set to FORCE.
Following this advice we had no problems with the upgrade. I don't know about the OS/64-bit question however.
