I think Andrew was talking about the Admin Tool, not opening a form in the User tool.
One reason the admin tool thinks something has changed is it tries to check the parent field information (field on a page). The Admin tool also checks the tab order so if a field was added to a different view on the form it may want to update the tab order on other views. I've had it happen many times where I open a form, and immediately, the save button unlocks, and if I close it, it asks me if I want to save changes, but I made no changes. Most of the time, I'm too chicken to save it.
