Part 1 solved:: User form permissions changed again.. which I expected (access) to public.. which was fine.. The Permissions to the Request ID was Forced to AsigneeGroupAccess ONLY! -- that was my main issue..
Not positive that fixed the other intermittent Group drop down issue yet..
