I have seen this type of behavior on the Mid-Tier where it was missing a time zone file and therefore would fail, but worked just fine from the user tool. The simplest solution was to manually create the missing time zone file, but alternatively, setting a preference server and setting a time zone for the user should also work provided the time zone you set isn't the missing one.
