Rick,
A couple of ways you can do this . .. 
1. Go to Applications list in the Admin Tool and double-click on the
Application you want to import FROM. Click the Forms list and select your
form, right click, export to file.

2. Go to the Applications list in the Admin Tool in the destination server
and double-click the Application you are importing TO. Go To Tools>>Import
Definitions and select your definition file. Import your form. Because you
have exported from and to a deployable application where the form already
exists, it will retain the appropriate permissions.

OR

In the admin tool, go to tools>>Export Application
Choose your application to export (depending on the size of the app, it
could take a while).

After the export, go to the server that you want to import the form to. Go
to tools and DO NOT CHOOSE  Import Application. Just select Import
Definitions and select the application def file you just created. Select
the form you want to import and it will retain the permissions upon import.

This seems roundabout as the export of the application could take awhile.

Yes, I know that the application redeployment retains the perms - but I'm
trying to avoid having to re-deploy an entire application just because one
form was updated, and I am holding to a (probably vain) hope that it might
retain the perms if it already found them on the destination server.
Importing the form changes and THEN re-deploying the entire app. doesn't
sound like the improvement in the process that I'm looking for, since
I could achieve the same effect by just re-deploying in the first place.

I guess what I'm saying is that I would expect that the initial installation
of a DA should be via deployment, due to the fact that the forms and
possibly the roles do not exist on the destination server, not to mention
potential licensing issues.  I mean, that encapsulation is the whole point
of the DA.  But why couldn't changes to the DA be migrated relative to what
already exists on the destination server?  If I already successfully
deployed it, and have the licenses for it, why do I have to brute force an
entire application redeployment just because 10% of it was modified?
