Trying again. I've given up on this one. Almost.
Here's one idea:

The decoded URL is this:
http://dpew10/arsys/forms/dpew12/CFG:Broadcast/Dialog
New/Modify View/?cacheid=828bdee6

Notice the view name "New/Modify View". Is the "/" 
breaking the URL...so it's looking for a view called
"Dialog New" and doesn't know what to do with "Modify
View"?

Anybody has seen a "/" in view name break URL and
cause issue with opening that specific view on the
web. 

Yes I could test this myself, but don't ask me why I
can't at the moment. Some days start out like they are
meant for fishing and thru ARERR 000 you ended up at
work.
