Yes to answer your question, the time that you see on notifications is the
Server timestamp. To see the users time, you would need to push the value
resulting from a set field operation of $TIMESTAMP$ from an active link on a
date time field and displaying that time on either the subject or the body
of the email..

Hello list, Our users receive email(s) with email received date in the
future. For example user logs in to the system at 3:15 PM anc checks email
form (a view form of email messages form), the email received date has
time-stamp of 3:52 PM. When users see the date what date would they see?
Date Received in server time-zone? How do we ensure that users see
time-stamp in their own time-zone? Thank you, Dave.
