You can add a separate form/table to store the various combinations of category and problem description and another for category and resolution. You could load it via .csv from an export of your data, possibly refined via MS Excel pivot table & a little massaging. After this, build a simple search menu for each field to display the values.

Hello List,
I have been given a task to automate the problem description and resolution
field so that once the category is selected, these fields should come up
with selection choices. My dilemma is, these fields right now is a text
field. How can I convert this into a selection field without changing the
data that is already in the database. Should I be using active links but
how can I have the text field show up all the choices? Please advise.
