Hi Dave, 3 things come to mind :
a) Do you have the same problem with the user tool ? b)Were the dev environment services stopped before making a database refresh? c) Is the ARAdmin user on MS SQL Server or the database server you are using is the DBO (database owner) of the ARSystem database in dev environment?
