Ron, It needs to be installed somewhere it can be a client to the ARS server. On the ARS server is fine. On a different host is fine. On the Mid-Tier would be ok, but I would not suggest that if you have any other choices.
The Mid-Tier can be a resource hog. (So best to not give those boxes any more load.) The Flashboard server is not normally very resource intensive (unless your doing a lot of Flashboards) but it also has a *special* password in it's config files. And Given that most Mid-tier are installed in the DMZ. Well I think it is more wise to not push any more *special* values into the DMZ than is absolutely necessary. ( However that might just be my own paranoia kicking in.)
