Okay, so.... If you open a form in Incident Management - such as CTM:People - and do a "Save As" - you get various warning message about it removing roles, etc since it is no longer part of a deployable application. This is all normal. What is NOT normal is the fact that doing a "save as" changes about 100 other forms - AND it doesn't mark it with the right ID of the person logged in - it marks it with the ID of the person who originally installed the application.
