I believe that I have always had to code this type of query as:
($field1$ = 'field1') and (($field2$ != 'field2') OR ('field2' =
$NULL$))
Null is always a separate test (but then again I am on Oracle)

I have an open bug (SW00281259) related for push field actions in v7.1
Ever since upgrading to 7.1 my push fields which do check against a NULL
value don't work. I have to do an unconditional push now. For example
in a push filter I have $field1$ = 'field1' and $field2$ != 'field2' and
the value in 'field2' (on the destination form) is NULL, the push field
doesn't happen. The only way it works is if 'field2' has a value then
it will perform the update.
Has anyone else noticed this? If not if you are on 7.1 you may want to
check your existing workflow.
