That's a client level setting. Whatever you set as a preference on your
client is the format you would see your Date/Time field in. The Date/Time
field on the server as you must be aware is stored as an integer value which
is the EPOCH time. The conversion of this value to display it as required
happens on the client level.

What you can do to standardize this is to have a preference server, and set
this preference for all the users.
