Yes...and it's very annoying. To get around this in our app we have set all of our open window actions to a target of 'new' instead of 'current', and then do a close action on the current. This causes each window to be a window with neither forward or backward buttons enabled. This allows the close window action to close the window instead of do a 'back' on it as you described.
