I got this same error on my development server. I check the KM on BMC's site and found KM-00000002611. I ran the command it suggested and was able to open the Overview Console. However, the next time I tried it I got a different ARERR 4582 and then ARERR 8760. So, I looked those up too. For the later I found KM-000000021028.
That one said to find the directory in which armonitor.exe is on your system. Then, from the command line, cd to that Dir and run the following: Armonitor -m -c .\conf\armonitor.cfg That seemed to do the trick for me. Hope it helps.
