Driver program bundled with arserver can probably do this too. If you are on windows, a .net utility is available at http://arswiki.org/projects/dotnetutil
A java based command line utility is in the works at http://arswiki.org/projects/arscmd. It looks like the create entry feature is in a branch in the tree, but has not been merged with the trunk, so it should be available at some point.
