I would say start by checking if the arplugin executable in the armonitor file 
has not been hashed out. Then have a quick check to see if the ar.cfg/ar.conf 
file has all the Java classes (a list of these should be in the manual) as well 
as the webservice.dll plugin.
  As already mentioned set the Plugin-log-level to 100 and enable the 
arplugin.log it would probably show more information ..
  I remember I had seen this error once and it was due to the remedy server not 
able to access the webservice through a Proxy Server..
  Do you have LDAP configured as well?
