FTS can be used for case-insensitive searches. From the Configuring Guide:

Hi folks, my users want a non-casesensitive search. We're using Oracle as DB. Is this something the FTS could do as it is today? I googled for some up- to-date on the FTS offered with ARS, but wasn't able to find it. My last status is the one from the RUG in San Francisco, where the FTS was presented as speeding up searches. The product manager said, they working on it, to make the search google like, where you can enter something in one field and it will find it for you wherever it is. I guess we haven't reach this stage of development yet. I was wondering if the casesensitivity issues where tackled in some way in the meantime.
