The only way to "cancel" an Approver OR Approve / Reject the Change where you are NOT the Approver is to have Global Override rights.
To grant these rights see page 38 / 39 (creating a process administrator) of "BMC Remedy Approval Server 7.1.00 Guide for Users and Administrators".
