I have used version 6.0.3, 7.0.0 and 7.1 versions of the User tool successfully 
with no adverse problems for several months. I would agree about using the 
Admin tool though - only use the tool applicable to the version of remedy 
installed, not doing so can have severe repercussions.

I recommend using the correct version of Admin for the version of AR that 
you're using.  User tool is backwards compatible.  Admin tool is somewhat 
compatible... ie if you're just viewing objects, however I'd strongly recommend 
you only make changes using the correct version of Admin to whichever arserver 
version you're connecting too.  Doing otherwise may cause unpredictable results.
