In that case, I think I would probably use two separate active links.

Active Link 1:
Run If:  'Email' LIKE "[EMAIL PROTECTED]"
If Action:  Error Message (e.g., "E-mail address contains invalid 
characters...")

Active Link 2 (higher execution order):
Run If:  NOT ('Email' LIKE "[EMAIL PROTECTED]")
If Action:  Error Message (e.g., "E-mail address is formatted incorrectly...")

The first active link would throw an error if any non-alpha characters 
(excluding "@" and ".") are entered into the e-mail address field.

The second active link would throw an error if the field value isn't formatted 
as [any valid [EMAIL PROTECTED] valid string].[any valid string].

If you use the ARFPerl plugin, you might also be able to use a Perl module such 
as Email::Valid to perform the validation for you in a filter.

qualification for validating email addresses...
