Those menus in the Change Management module will only show listings of members of those groups if there are members of those groups who have a functional role of Infrastructure Change Assignee or Infrastructure Change Manager.
I would be willing to bet that the 13 groups that are not showing up in the Change Manager drop downs have no members that have the functional role of Infrastructure Change Manager. The same would be said with the 6 groups that are missing in the Change Assignee drop downs where in those 6 groups there must be at least one member that has Infrastructure Change Assignee as a functinoal role for that group. Give that a try and see if they show up now and match with the Implementer group listing (which there is no functional role for).
