You can implement row-level security via Assignee Group (Field ID 112). Just add the field and populate it with whatever group(s) you want to provide access for (multiple Assignee Groups requires a server setting). Set Veiw permission for Request ID (Field ID 1) to Assignee Group only. Searches will only return rows/records for the user's group.
We're a custom shop - if you're running OOB, you may want to talk to your

Is there a way to set an Indicent request private to one particular group?
Here is the reasoning: We have a risk management group that wants to open
their own calls in incident management, which should NOT be seen by any
other support group.
