Whenever you do a modify all, I believe that if you reference any of the fields in your run-if qualification, then the active link might act funny, since it doesn't know the value in the field. I believe this is the reason why, although I'm sure that I will be corrected if this is not correct. I think I've run into this before as well, and there may be a little more to it.
