Requirement: For all the Infrastructure Changes assignment of Change Manager and Change Assignee should be based upon Submitters Support Group
If a Submitter belongs to more than one Support Group than his default group should be used for assignment,Change Assignee can can be left blank if Change Submitter's Group is same as Change Implementer.
