I'm not aware of anyway to stop Remedy from overriding the selection criteria, I do have a trick that might work if you not reporting against a huge table of data. What you can do is create a formula within the report that equates to true/false. Then use this formula to suppress the records you don't want. Unfortunately, this means when you're running the report, you're collecting ALL the records. So if this is a huge table, then there's a serious performance hit.
