I have a problem similar to this on a Windows server when a process on the Windows User tool timed out it created a temp file in the Windows\Temp directory that kept growing.. This file should have been killed as soon as the process was complete but the process hung and this file kept growing till it bursts most of my available space on the windows server and the only solution was to restart the services that cleared that file..
