Steven,

Are you using an Active Link Guide to execute this workflow?  If so, perhaps
the first action should be to set a temp integer field with the quantity to
be created followed by a label and the active links used to generate the new
CMDB record.  Following that, an active link that decrements the counter
field by 1 and a final active link that states if temp counter field is
greater than 0, goto the guide label above.
