There is a hidden config form that has a Round Robin/Capacity assignment
config. I can't remember off the top of my head the name of the form,
but it is stated in the one of the Task pdfs.

Hi Group,

          I have a simple question. How can I avoid a task being
assigned to an individual. In incident and change mgmt we have rules
were we can define not to assign an incident or change to a group but
not to any individual in a group. I am looking for something similar in
tasks but no matter what I am not able to turn off the assignments in
the task management. It is always assigned to an individual based on a
round robin or capacity criteria even though I do not select the
criteria in the task template. Please let me know if there is a simple
solution for this.
