Not that I know what caused it or corrected it but my email engine came back to life. BMC Support had me run the EmailStart.bat in debug mode which indicated a successful start up but eventually I saw --- "Email Daemon" Exception in thread --- repeated over and over on the console (dos cmd window) I killed that window increased the java heap in the registry to 512 max and tried to restart Email. Still no joy.
Now, I don't know if this really kick started it or not put I then ran arsignal -c <servername> and the email started flowing. Maybe it was just a coincidence and the email was taking a few minutes to start but it "appears" that I am back online and stable. Thanks again Joe D. John J.
