I haven't used it yet in my environment but I believe it is used to rate
the Change Manager on the Change Request. Based on the rating, you can
base your Risk configuration to look at Performance Rating when it
calculated the Risk level of the change. I am not sure where in their
Mean Average algorithm this falls into. The idea is if a Change Manager
has a consistent poor perf rating, then the risk of the change becomes
higher. 

I think this is explained in the ITSM Change User Guide. 

It would be great if someone who has used this functionality can respond
as to how effective it is or how it is calculated with the OOTB
algorithm for Risk.

At Close Out stage on Infrastructure Change, there is a required field
called "Performance Rating"
-- can set from 1-5. what's the use of this field? If so, we need to
define what 1 - 5 means.
