That is still the case, at least in 7.00.01 patch4. However and please
take note, even if the user who receives the message chooses the No
option all workflow for that form will fire but that will be no commit
action. I found this out the hard way. I have a filter that consumes a
web service to create a ticket in another system. This filter still
fires and creates a ticket even though there was no change to the ticket
on my side from the second user.

In the old days, if two users updated the same record simultaneously,
the
user who is last to save the change got a prompt looking something like
this: "the record has been updated since you retrieved it, overwrite?"
 
This does not seem to be the case any longer.
 
Anyone else recognize this?
 
I am currently on ARServer/ARUser 7.1 patch 5.
 
I am 100% that this was the case in version 2.0...
