I haven't done HTML emails, so I can't speak to that. But you could add workflow to suppress emails for all but a select few email addresses. Then you could turn your Email Engine on and let it send emails to one of those email addresses.
We do this in our dev and test environments. We have custom workflow which will suppress emails for everyone except the list of email addresses we define in a separate custom form. I can provide more details if needed, but you probably get the idea. An even simpler method would be to hard code a list of email addresses in a custom AR System Email Messages filter so it changes 'Send Message' to "No" unless its one of the defined email addresses.
