If aradmin.exe doesn't do it for you could try the following:

In the admin tool:
- create a packing list
- add a filter to it

In the data dictionary:
- find the packing list in the arcontainer form
- find the packing list filter in the arreference form
- sql the filterid's of the filters you need into the arreference form in
the data dictionary using the filter added in the admin tool as a guide

In the admin tool
- use the admin tool export to export the filters in the packing list in
xml format

I've not tried this but looking at the data dictionary it wouldn't seem to
hard to do. However, the safeGuard fields in the data dictionary might
come and bite you!
