As joe said, this has to do with the character sets of the email sent to your system. If you did not explicitly enabled unicode at the install time, you will have issues with some mails using different character sets. Even if you have installed ar system as unicode, please note that the user tool is NOT unicode, only the mid tier is. So if you see question marks in the user tool this might just be because the characters are not in your default windows character set. If you would then use the midtier to open the ticket, the characters will be properly displayed.
