Remedy will not choose five flashboards for you. The first five flashboards
that are viewed by users after server startup will be displayed. 6th and
later flashboard will not load and throw error messages instead.

To use the OOTB ITSM 7 Flashboards, you need to have a Flashboards Server
license.  Otherwise, Remedy will pick 5 of the two dozen Flashboards that
come with ITSM and disable the others.

Remedy does not care how many times a Flashboard has been viewed, just how
many you have created.
