If memory serves, you must be on 7.0.03 patch009 (ITSM) before you can upgrade it to the 7.5 series. Obviously, you'll need to upgrade ARS and Atrium CMDB first, though. It should all be covered in the installation guides for ITSM 7.5 and ARS 7.5. If you're asking about what patches are reliable. if I were going to 7.5, I'd go straight to patch001 for everything. Keep in mind, I've not worked with that in production, though. Only in labs. If you're on ARS 7.1, then patch006 has been pretty stable everywhere I've seen it (in prod and dev environments).
