This probably isn't quite what you're looking for, but we simply modified the Home Page to include a View field in the blank space and we have a form that contains HTML text that we throw in there when the form opens. So, while it doesn't have the immediacy of a pop-up, you do get it in front of everyone that logs in and goes to the home page.
