Yup Easy. 1.Perform an Identification job on those with your qual and ensure that auto identify is set to off. 2.Do your Merge activity. 3.Delete reconciled CIs from source dataset. 4.Perform Identification on remainder. 5.Final Merge activity.
For part 2, you'd need to create a comparison job that runs workflow to get the attributes from the unrelated dataset and store them temporarily. You could then qualify that.
