Besides clearing all cache, both User Tool disk cache and the browser cache, 
try replacing the ar_wut.js file located in the User Tool Installation 
directory under the *lib* folder.  On machines were the navigation-bar is 
working, pick up the ar_wut.js file and replace it on the machines were its not 
working.  Seen instances were the same is not updated in few cases of upgrades.

I think so, but not sure why that would matter. The navigation bar appears to 
made of all JavaScript.

Have a desktop that refuses to show links in vertical navigation bars on any 
ITSM form. It is not a permission issue. Cleared out all cache files but that 
did help.

Any thoughts?
