In Patch 1 only admin users could copy CIs to the sandbox. I noticed that this was fixed in Patch 2 but that after accepting the dialog box that asks if you want the CI to appear in a new view the view is opened but the CI doesn't appear.
If this is what you are seeing then it seems like a bug that needs to be reported to BMC.
