I have seen an older version of Email engine do this? in the configuration it was set to 1, 1 should be minutes, but I remember there were versions that this was Seconds instead.. And so then I was seeing polling to the SMTP server several times a second, causing CPU spike.
Turning on admin panel, turning on server events can cause CPU hit's that would bring it up, Especially if the server cannot handle in the first place (slow server - old)...
