I've had the opposite experience in many cases. However, I've found that there are often significant differences between the web client and the user tool. In my experience, once the web client has cached the forms being accessed, it is often faster than the user tool to bring them up. For example, in our environment, it can take upwards of 15-30 seconds to open the Incident Management Console in the user tool, while it comes up within a couple seconds in the web client. I've seen similar issues with the Asset Management Console. At my last position, it would often take about 12 seconds to load in the user tool but came up faster once cached in the web client. The difference is even more noticeable over lower bandwidth connections including WANs to distant locations.
Other than that, things really aren't the same; the network topology and speed and the client used really can have a very significant impact on response times.
