The server is probably trying to create a file called 390600.lck in the 
arserver/db directory.  Check that the user trying to start the server has 
permissions to delete/create this file. If the file exists you can delete it.

What opeation system is installed ?
On Unix try to find out, what permissions are set to the file 
armonitor.log !
With the unix command strace you can check the access to this file.
